Title III ESL Bilingual Handbook

English Language Learner provisions are included under Title I and Title III of NCLB. Title I outlines the state standards, assessment, annual yearly progress, and other accountability requirements for EL students. Title III provides funding to state and local education agencies that are obligated by NCLB to increase the English proficiency and core academic content knowledge of Limited English Proficient students (another term is EL-English Learners, although NCLB uses the term “LEP” for Limited English Proficiency). Under this title, local school districts decide on the method of instruction to be used to teach EL students English, but requires that instructional programs are scientifically proven to be effective.

A Parent Involvement Guide for Educators of English Language Learners

A school receiving Title III funds must implement an effective means of outreach to parents of ELLs.  Outreach to parents must include information on how parents can become involved in the education of their children and how they can actively participate in helping their children learn English, achieve at high levels in the core academic subjects and meet state standards.  Outreach also must include regular meetings for parents and notices of such meetings to parents so that they can provide suggestions and recommendations.

In a white paper by OSPI, the Washington Office of Superintendent of Public Instruction, Title III requires that LEA provide and implement effective activities and strategies that enhance or supplement ELD programs for English learners which must include parent, family, and community engagement activities.
